Announcing Magellan’s new director of network development

Magellan is proud to announce Rebekah Nansel as our new director of network development. Rebekah brings a deep commitment to strengthening behavioral health services and building strong partnerships across the state.

Rebekah has been with Magellan for nearly a year and a half, most recently serving as a provider relations manager, where she worked closely with providers to support engagement and network success. Prior to joining Magellan, she held leadership roles in community-based behavioral health organizations, overseeing outpatient service lines and supporting individuals and families. Based in Northern Idaho, Rebekah has dedicated her career to advancing behavioral health within local communities.

As she steps into this role, Rebekah’s vision is centered on collaboration, stability, and purposeful growth. She is committed to strengthening partnerships with providers, community organizations, and stakeholders to create a more connected and effective system of care. A key priority will be addressing service gaps across Idaho, particularly in frontier and rural communities where access to care remains a critical need.

Rebekah recognizes the challenges providers and communities have experienced in recent months and expressed her sincere appreciation for their resilience and continued dedication to serving members.

She encourages open dialogue and welcomes feedback, ideas and collaboration as Magellan works to enhance the Idaho Behavioral Health Plan. Through strong partnerships and shared commitment, Rebekah looks forward to helping drive meaningful, positive improvements in behavioral health services statewide.

Announcing Magellan’s new director of quality

Magellan Healthcare is pleased to announce David Bieschke, MSW, LCSW, ACSW, as director of quality for the Idaho Behavioral Health Plan. David began his new role May 4, 2026.

David brings 30 years of experience with Magellan, primarily in clinical leadership roles, with quality improvement as a consistent focus throughout his career. He is independently licensed in Idaho, Illinois, Indiana and California and is a Lean Six Sigma Black Belt Professional.

Earlier in his managed care career, David participated in NCQA beta survey testing through Magellan and later took part in one of the early successful managed behavioral health care accreditation surveys. His broad clinical background includes foster care, home-based family therapy, inpatient child and adult psychiatric care, community-based nonprofit services, emergency mental health care, Alzheimer’s disease care, and private practice.

In his role as director of quality, David will help lead quality improvement efforts for the Idaho Behavioral Health Plan. His responsibilities include ensuring compliance with Medicaid guidelines and NCQA standards, implementing quality improvement protocols, analyzing clinical data to identify trends and performance measures, and presenting actionable findings to Magellan’s Quality Improvement Committee.

David also will support root-cause analyses for sentinel events, critical incident reporting, and grievance review to help minimize system risks. He will work closely with Magellan clinical staff to support evidence-based practices and high-reliability principles across the program.
